BUDGET AND FINANCIAL ALLOCATIONS

Overall Budget Enhancement

  • Ministry’s budget increased by 45.80% to Rs. 14,925.81 crore (2024-25)
  • Significant growth from Rs. 4,497.96 crore (2014-15) to Rs. 13,000 crore (2024-25)

Development Action Plan for Scheduled Tribes (DAPST)

  • Formerly known as Tribal Sub-Plan (TSP)
  • 42 Ministries/Departments allocate 4.3-17.5% of scheme funds
  • Increased 5.8 times since 2013-14
  • Current allocation: Rs. 1,24,908.00 crore (BE 2024-25)
  • Focus areas: Education, health, agriculture, irrigation, roads, housing, electrification, employment, skill development

MAJOR WELFARE SCHEMES

1. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan

  • Launch date: October 2, 2024
  • Location: Hazaribag, Jharkhand
  • Total outlay: Rs. 79,156 crore
  • Coverage: 63,843 tribal villages
  • Focus areas:
    • Social infrastructure
    • Health facilities
    • Education infrastructure
    • Livelihood development programs

2. PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan)

  • Total budget: Rs. 24,000 crores
  • Duration: 3 years
  • Coverage: 75 PVTGs in 18 States and 1 UT
  • Sanctioned projects: Rs. 7,356 crores

  • Clean drinking water
  • Education facilities
  • Healthcare services
  • Road connectivity
  • Telecom connectivity
  • Electrification
  • Sustainable livelihood opportunities

IEC Campaign (Aug 23 – Sept 10, 2024)

  • Target: 28,700 PVTG habitations
  • Coverage: 206 districts
  • Beneficiaries: 44.6 lakh individuals (10.7 lakh households)

3. PMAAGY (Pradhan Mantri Adi Adarsh Gram Yojana)

  • Villages covered: 36,428 (>50% tribal population)
  • Total budget: Rs. 7,276 crore (5 years)
  • Released funds: Rs. 2,357.50 crore
  • Beneficiaries: 4.22 crore ST population
  • Approved plans: 17,616 Village development plans

4. Pradhan Mantri Janjatiya Vikas Mission (PMJVM)

  • Focus: Tribal entrepreneurship
  • Initiative: “Vocal for Local by Tribal”
  • Components:
    • Van Dhan Vikas Kendras: 3,959 sanctioned
    • Coverage: 12 lakh persons in 28 States/UTs
    • Funding: Rs. 587.52 crore
    • Infrastructure: 3,000 Haat Bazars and 600 Warehouses planned

EDUCATION INITIATIVES

1. Eklavya Model Residential Schools (EMRS)

  • Total schools approved: 728
  • Recent inauguration: 40 schools
  • New foundations: 25 schools
  • Investment: Rs. 2,800 crore
  • Growth: From 167 (2013-14) to 715 (Nov 2024)
  • Students: Increased from 34,365 (2013-14) to 1.33 lakh (2023-24)
  • Per student cost: Rs. 1,09,000/year (2023-24)
  • Staff recruitment: 38,800 teachers and support staff planned

2. Scholarship Schemes

  • Number of schemes: 5
  • Annual budget: Rs. 2,500 crore
  • Beneficiaries: 30 lakh students annually

Types of Scholarships:

  1. Pre-Matric Scholarship (Classes IX-X)
  2. Post-Matric Scholarship (Class XI to PG)
  3. National Overseas Scholarship
  4. National Fellowship for ST Students
  5. DigiLocker integrated financial assistance

FOREST RIGHTS ACT IMPLEMENTATION

Progress Statistics

  • Individual titles distributed: 23.73 lakh
  • Community titles issued: 1.16 lakh
  • Total land distributed: 190.39 lakh acres
    • Individual land: 50.77 lakh acres
    • Community land: 139.62 lakh acres

J&K Implementation

  • Started: October 31, 2019
  • Total titles issued: 4,505
    • Individual rights: 305
    • Community rights: 4,190

HEALTH INITIATIVES

Sickle Cell Anemia Elimination Mission

  • Launch date: July 1, 2023
  • Target population: 7 crore (age 0-40 years)
  • Progress: 4.5 crore people screened
  • Focus regions: Central, Western, and Southern India

AYUSH Collaboration

  • Partner: CCRAS (Central Council for Research in Ayurvedic Sciences)
  • Target: 20,000+ tribal students
  • Focus: Healthcare in EMRS across tribal areas

CULTURAL PRESERVATION

Janjatiya Gaurav Varsh

  • Duration: November 15, 2024 – November 15, 2025
  • Purpose: Commemorating 150th Birth Anniversary of Bhagwan Birsa Munda

Research and Museums

  • New TRI buildings: 10 (since 2014)
  • Tribal Freedom Fighter Museums: 11
  • Completed museums: 3
    1. Bhagwan Birsa Munda Museum, Ranchi
    2. Raja Shankar Shah Museum, Jabalpur
    3. Badal Bhoi Museum, Chhindwara

Language Preservation

  • Support through TRIs
  • Activities:
    • Dictionary development
    • Primer creation in tribal dialects
